Our President and CEO, was commissioned through the Reserve Officer Training Corps (ROTC) after obtaining his Bachelor’s degree in Business Administration from the University of Puerto Rico in 1982. COL Fernandez’s education includes a Master’s degree in International Relations from Troy State University, all academic work for a DBA from University of Phoenix, and preparatory course to take the PgMP exam and certification.he served in various positions as Platoon Leader, Executive Officer, a couple of battalion staff positions, Company Commander, and a brigade staff officer before taking over as the Assistant Deputy Chief of Staff Engineer for 7th ARCOM in Schwetzingen, Germany until August of 2001. He then spent two years as Plans Officer for Joint and Combined Multi-Agency Strategic Exercises for the US SOUTHCOM J34 in Miami, Florida. In March of 2006, COL Fernandez joined III Corps, in FT Hood, TX as the Corps Staff Engineer. There he assumed duties as the Multi-National Corp Staff Engineer Officer (CJ7) and proceeded to lead his section in Iraq from August 2006 until August 2007 coordinating the engineering support to the surge and the certification of engineer soldiers to dispose of Improvised Explosive Devices (IEDs). Upon return from the Iraqi Theater of War, COL Fernandez served in the United States Army Corps of Engineers (USACE) Deputy Chief of Staff for Reserve Components.
COL Fernandez retired 30 September 2010 with over 30 years federal service. Upon retirement COL Fernandez consulted with various organizations in Northern Virginia, DC, and Maryland where he worked to build their business’ potential by structuring proposals, negotiating business terms and conditions, and closing numerous opportunity transactions. Finally, he joined Arpeggio, LLC on 29 April, 2013 as President and CEO.
Carlos E. Guzman
President of veteran-owned company
Carlos E. Guzman is currently President of his own “veteran-owned company” CEG BD Consulting. CEG BD Consulting specializes in providing business-consulting services to small and emerging businesses. Mr. Guzman has taken advantage of his vast experiences in business consulting, financing and leadership to help businesses grow. Given his background, Mr. Guzman has agreed to work with Arpeggio, LLC as its Senior Advisor. Mr. Guzman recently retired from the U.S. Department of Commerce’s Minority Business Development Agency (MBDA). As the former Senior National Business Development Specialist Mr. Guzman addressed national minority business development issues with special emphasis on access to Markets. He earned a B.S. degree in Finance from New York University and graduated from the American Institute of Banking. He has been married for the past 42 years to Evelyn Lopez de Guzman, a well-known artist, and is a proud Grandfather with two daughters, Carla (Pediatric DDS) and Eliza (Pediatric RN).
Noeli graduated from George Mason University in 2012 with a Bachelor of Arts in Communication. She concentrated on Interpersonal and Organizational Communication. She also graduated with a minor in Conflict Analysis and Resolution and a second minor in Global Affairs. Noeli is currently contemplating returning to school to continue her education. When she is not working for Arpeggio, LLC, she is building and growing her own It Works! direct sales business. She is dedicated to her family which includes her husband of 3 years and their two children.
